New Defibrillator at the junction of Ellesmere Lane & Tudor Drive Penley

Maelor South Community Council are delighted to announce that they have located a fourth defibrillator in Penley at the junction of Ellesmere Lane and Tudor Drive.

This along with the defibrillators located at the Madras School, Rainbow Foundation and the old telephone box ensures that if and when needed a defibrillator can be had quickly and easily

In Bettisfield we maintain the defibrillator at the Chapel and there is a second unit located at Bettisfield Village Hall. The Defibrillators will instruct you on how to use the unit. Please remember you must call 999 and they will give you the four-digit code to open the unit and advice on other responses

Do you care passionately about your local community? In these changing and challenging times local communities need a strong voice. Can you spare a minimum of just one evening a month to help and support our community (our home).

Please take a moment to read what we have achieved over the past five years. This will give you an insight into what we do for our community and by becoming a community councillor you can help us to build on our success:

Work done by the Community Council

  • Funded and supported new play equipment in Bettisfield and Penley.
  • Funded and report monthly on speed issues through our villages using Speed Awareness Units.
  • Taken the lead and part funded a new zebra crossing in Penley.
  • Taken the lead role in having a 30mph speed restriction through Bettisfield.
  • Donated and supported Bettisfield Chapel, Bettisfield Village Hall, Bettisfield churchyard, Penley Churchyard, Penley Village Hall and the Rainbow Foundation.
  • Donated to local charities to include-Wales Air Ambulance, Nightingale House, Hope House, local foodbanks, Blood Bikes and support a patients essentials box in Penley Hospital.
  • We are have sought funding and maintance of five defibrillator units in Bettisfield and Penley.
  • We have arranged and sought funding first aid training in Penley.
  • We have installed a replacement bus shelter in Bettisfield.
  • Regular grass cutting and maintenance and fund the upkeep of the village planters.
  • Responded to local planning applications in line with local views.
  • Fund part of the street lighting in Penley and have installed LED energy saving units.
  • We have supported the Penley Youth Club and have two council members on the trustee body.
  • We have representation on the Madras and Maelor School Governing bodies.
  • Report and follow up on the conditions of our roads and gullies.

The 1972 Local Government Act states that every part of Wales is in a community, in England, the term “Parish Councils” is still used but in Wales, however, the legal and constitutional term for these units of local government administration is termed “Community Councils”.

The Community Council represents the lowest tier of local government and is closest to the public as regards meeting local needs. All Community Councillors in the Bettisfield and Penley Wards give up their time freely to support the community and receive no remuneration what so ever.   The Council has several statutory rights and duties.  These include looking after public paths, it is entitled to comment on planning applications, spending entitlements e.g. on bus shelters, roadside lights and bins.  There are also opportunities to lead or participate in local projects and which benefit the community.

A list of your local councillors is provided on our website.  There is a representation from the 2 wards of Bettisfield and Penley – with a total of 10 Councillors who do not represent any political party and who are elected every 4 years.  A Clerk/Financial Officer is employed to handle all arrangements for meetings and preparing an agenda to deal with administrative and financial matters linked to implementing the Council’s work.

How does the Council work?

Any work done by the Council will be implemented following decisions taken at open meetings.  Any work is paid for with public money which the Council receives through raising a precept which is part of the Council Tax set by Wrexham County Borough Council.

What is the Council’s precept?

The Council’s precept for 2026/27 has been set for £26,467which equates to £35.29 per property.

The Council employs one part time officer which is the Clerk and also pays contractors to carry out specialist work such as repair street lights, grass cutting, service and maintenance and the purchase of new play equipment in Penley. Contribution to the churchyard maintenance in Bettisfield and Penley. Road safety in Penley and Bettisfield.

Can the public attend the meetings?

Council meetings are held monthly except for August and are usually held on the first Tuesday of each month.  Meetings are held in Penley at Village Hall and, Bettisfield at Bettisfield Chapel. During the months of November, December, January and February we hold our meeting via Zoom  All meetings start at 7.00pm.  Please see Meeting Dates for more information

By all means.  You are welcome to attend our meetings as listeners only – and we would encourage that.  Members of the public are not entitled to take part in Council discussions or give their opinion during the meeting.  There may however be exceptional circumstances where the chairman is allowed to call for a contribution from the public and for them to make a statement.  If you do have an issue to raise please contact the Clerk for it to be considered as an agenda item under Open Forum at the next meeting.

New Bus Shelter for Bettisfield

Maelor South Community Council are delighted to announce that after the dreadful accident of last April 2021 we have at long last completed the work of replacing the bus shelter in Bettisfield. A thank you must go to Browns of Wem for building and constructing the shelter that we trust will service public, school and drop off services for years to come.


Maelor South Community Council New Cantilever Swing

To continue with one of our key objectives of having a modern and comprehensive set of play equipment for the children of Penley we have recently had installed a new cantilever swing that we trust will offer hours of fun.

Bettifield Mobile Library Service

Our old friend the mobile library back in the village and is based at the Methodist Chapel every 4 weeks on a Monday. You able to collect books ordered online, by e -mail and ordered by telephone. You can also return your library books. Further details please check on the Wrexham Library website.

Good news for Penley residents the Post office have opened a new outreach Post Office service based at the Rainbow Centre, Whitchurch Road, Penley. Opening hours every Tuesday 2pm to 4pm.

Your Village Planters Need You

A big thank you goes to the small devoted team of local residents for their hard work in maintaining the planters. We are always looking for local residents to join both the teams in Bettisfield and Penley. The community council offers a grant to those who take on a planter; £20 for the small planters and £40 for the large planters per year to help with the purchase of compost and plants.
